HOUSING CHOICE VOUCHER PROGRAM

As a grantee of the Colorado Department of Local Affairs - Division of Housing (DOH), the Broomfield Housing Alliance (BHA) administers the State of Colorado Housing Choice Voucher (HCV) program (formerly known as Section 8 Vouchers) in coordination with the City and County of Broomfield.


The HCV Program, also known as “Section 8,” is a rent subsidy program. The program assists individuals and households with very-low income, including older adults and people with disabilities. Assistance is provided on behalf of the participants, who secure their own housing within the community, with rent payments split in portions between the HCV program and the household. HCV may be used throughout Broomfield County (and housing options within 10 miles of the Broomfield jurisdictional boundary) in privately-owned apartments, townhomes or houses that are qualified and have opted to accept vouchers.  HCV participants find the home they would like to rent, then coordinate the next steps with the property owner and BHA. 


To be eligible for the program, households must earn below 50% of the Area Median Income (AMI) for Broomfield County. Monthly rental payments (a housing subsidy) is paid by DOH directly to the landlord/property owner on behalf of the participating household. The tenant then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Voucher program participants usually pay about 30% of their monthly income toward rent.


Participants are required to submit income and asset documentation. Additionally, staff will obtain a background report from the Colorado Bureau of Investigation for all household members over age 18.


Participants agree to pay rent on time, comply with lease agreements, report changes in income and household size, attend required annual recertification, and adequately maintain their property.


Housing Choice Voucher Eligibility Guidelines

  • Applicants must meet citizenship or eligible immigration requirements
  • Must submit income and asset documentation at the time of application and annually to recertify
  • Household members 18 years of age or older must have a background free of recent violent or drug-related criminal activity
  • Household members must not owe money to another housing authority because of a previous residence
  • Applicants must also pass the screening criteria of the landlord
  • The combined income of the household cannot exceed the maximum income limits. Please see the table below for current income limits.

HCV Portability


HCV Participants can transfer or “port” their rental subsidy when they move to a location outside of the jurisdiction of the agency that first gave them the voucher when they were selected for the program.
A current voucher holder may move to Broomfield by transferring their current voucher to the Colorado Division of Housing. 

  • Step 1:  Voucher holder should contact their Case Manager first and inform them of your intention to transfer the voucher.
  • Step 2:  Locate the Broomfield address that you want to move to

HCV Appointments


BHA staff are available by appointment only.  All in-person appointments are held at the Broomfield Health and Human Services Building located at 100 Spader Way, Broomfield, CO 80020.  Please reach out by phone (720-902-6404) or email (Vouchers@BroomfieldHousingAlliance.org) to schedule all appointments. 


Please Note:

   

BHA has received notice from the State of Colorado regarding the suspension of the issuance of any new vouchers as noted in the following: 


“Effective immediately, the (Colorado Department of Local Affairs) Division of Housing (DOH) is suspending the issuance of all new vouchers in its Housing Choice Voucher Program). This suspension is necessary in order to remain within our anticipated 2023 budget authority from HUD. Colorado continues to see unprecedented increases in fair market rents across the state requiring an increase in payment standards. This, in turn, creates a projected increase in per-unit costs resulting in DOH's need to reduce the current program size. 


DOH will continue to watch the budget closely and keep everyone updated. DOH is confident that by freezing leasing now, we will remain within our budget authority without needing to exit existing participants from the program. 


DOH will honor all vouchers currently assigned to applicants who are searching for a unit.”


When new vouchers are available through the state HCV program, BHA will determine a time to open the HCV waitlist and post it on its website.
